In October of 2000 I received a phone call from a Jack L. Smith.  Smith, who resides at 7911 1/8 Norton Ave. in West Hollywood, is a federal officer, although he did not disclose this to me at that time.  I eventually entered into a romantic relationship with Smith, and resided with him for awhile at the Norton Street address.  This relationshiop ended in October of 2002.  I had cause to report him to the West Hollywood Police at that time for domestic violence.  The police omitted any mention of the felony he committed against me in their report, and he breezed through his arraignment, where all charges against him were dropped.
 
During the period of time I was involved with Jack Smith, my mother, Dr. Amalie Phelan, formerly of Temecula, California,experienced an attempt on her life.  I understand at this point in time that this was set up by Smith.  Followiing her hospitalization and surgery to save her life, she subsequently disappeared, having been "legally" kidnapped.
 
On January 3, 2003, I was assaulted by several officers of the law.  Due to their attempt to fake my suicide (I was injected in the right bicep with a hypodermic needle and immediately collapsed into unconsciousness), I was hospitalized for two days, first in Harbor General Hospital in Torrance, California, and then in Long Beach Community Hospital.  Officer Loren Dawson, Long Beach Police Department, led the attck on me.  Dawson has since been promoted to Detective.
 
When I subsequently contacted the Internal Affairs Department of the LBPD, I was told I was not "allowed" to contact IA.
 
I am submitting an attached report concerning a rather disturbing amount of collusion in the situation that Smith engineered to rob my mother of her life.  Please pay careful attention to the letter by Jack Smith and the Minute Order of August 1, 2002.  These document a revocation of due process, which is patently unconstitutional.
 
In addition to the contents of the attached report, I am supplying to your agency two forged endorsement checks.  These checks were made out to me and deposited into the Wells Fargo account of my sister, Judith Phelan, who is now living in Oakland, CA.  The total amount of her forged endorsements against me appear to be somewhere in the neighborhood of  $50,000.
 
I turned over evidence of these forgeries to the Temecula Police Department. well within the statute of limitations.  They refuse to follow up.  Detective Dennis Winkler states tht the signature is mine.  He refuses to attend to the fact that the bank stamp and account number are Judith Phelan's.
 
Either the laws of this country apply to everyone or they apply to no one.  I was nearly deprived of my life by Dawson and the other officers in on the operation, and I have been deprived of my right to address financial crimes against me which have a clear paper trail.
