In Chicago, people fighting the corruption have inside sources that an
organized crime network based in Arizona is responsible for fixing outcomes
in state and federal courts around the country. Sam was surprised to see that
Judge Carlos (Ramon) Murguia emails were sought to be subpoenaed by the
Sheriff of Maricopa County Arizona as the sheriff sought evidence that Judge
Murguia¹s sister who is also a federal judge was being extra judicially
influenced by La Raza the Hispanic rights public interest group.

³Dear Chairman Leahy,
Myself and our civilian team and informants have occurrence witnesses and
hard material evidence, including pure trusts and bank accounts, evidencing
the involvement of state and federal court agents in multiple states across
the nation with an organized crime family based in Arizona. As a result of
the efforts of courageous citizens and organizations nation-wide in the face
of retaliation against ourselves and our families including our children,
twenty-one (21) judges have quit the bench in three targeted states
(apparently in an attempt to save their pensions). Further, seven directors
of state child protective services agencies have stepped down.

For many months, we were fully cooperating with federal criminal authorities
in Chicago until we hit a wall two weeks ago. This was after the release to
them of an affidavit by one of our organized crime informants which includes
the involvement of members of the FBI as well as other officials in Arizona,
Chicago, and Washington, D.C. We were informed that the matter was ³no
longer under investigation.² We are now under information and belief that we
are being targeted for further retaliation in the form of false criminal
charges. Said informant¹s life is in immanent danger.
We have material evidence to support the allegation that organized crime has
infiltrated courts and agencies that have access to private, corporate, and
government funds, e.g., bankruptcy, probate and family courts and child
protective service agencies, as well as the corresponding state and federal
reviewing courts. The evidence uncovered in the federal bankruptcy court in
Chicago led to the discovery of involvement of other branches of government
and massive fraud against the government with regard to the initiation and
perpetuation of the current military actions in Iraq. [Exhibit A: McCook

It's a family affair . . . U.S. District Court Judge Mary Murguia's decision
to recuse herself from a federal civil-rights case that accuses the Maricopa
County Sheriff's Office of racial profiling is largely without precedent.

The Sheriff's Office motion for Murguia to recuse herself was based largely
on the work of Murguia's twin sister, Janet, who leads the National Council
of La Raza, a Hispanic-rights organization critical of Sheriff Joe Arpaio
and his immigration-enforcement tactics.

The notion that one sibling would have to share a common point of view with
another is at the heart of MCSO's argument, a notion that Murgia roundly
rejected.

There is little, if any, case law that applies, Murguia noted. But her
impartiality could be questioned, particularly after a La Raza-affiliated
Web site that targets Arpaio and deputies (called "We Can Stop the Hate")
sprang up during the proceedings.

"Deputies are referred to as 'thugs,' while the department is generally
characterized as a 'lawsuit-riddled folly' of an agency, among other things.
In the context of a motion for recusal, when comments like these originate
from a Web site that is associated with the court's sister or the
organization that she leads, they cannot be taken lightly," Murguia wrote.

"No court should tolerate even the slightest chance that its continued
participation in a high-profile lawsuit could taint the public's perception
of the fairness of the outcome."

And with that, she was off the case.

The matter was reassigned on Thursday to U.S. District Magistrate Judge
Lawrence Anderson, although both sides have until July 27 to contest that
decision.

³ ³Murgia fought to stay in the case despite the sibling relationship, but
may have chosen to recuse herself to avoid a possible mistrial where the
case could have been dismissed entirely. According to the Phoenix New Times:
Murguia disagreed with almost all of the defense¹s arguments in her 27 page
order, pointing out that ³no reasonable person would automatically ascribe
the views of one sibling to another.² However, she ultimately concluded
that, ³the Court is mindful that it must be vigilant to avoid even the
slightest appearance of impropriety,² and granted the defense¹s motion for
recusal, directing the clerk of court to reassign the case to another judge
by random lot. This has already been done, and the case is now assigned, at
least temporarily, to the Honorable Lawrence O. Anderson, a Magistrate
Judge.
It¹s no rumor that Arpaio¹s attorney ardently sought Murgia¹s resignation
from the very beginning and was able to get what he wanted, yet Arpaio¹s
quote in the release makes it seem as if the Judge Murgia decided to recuse
herself out of ³wisdom.²
³I think the judge reached the right result in this case,² said Arpaio. ³I
never thought the judge had any racial or cultural bias at all. I think that
the statements and articles authored by her twin sister showed Janet
Murguia¹s personal hatred and animosity toward me and my deputies. The judge
demonstrated wisdom and common sense in reaching this decision. It is far
better to let this case go forward with not even a remote appearance of
impropriety that could affect the public¹s perception
of fairness.² ³

identical twin sister, Janet Murguia, who is the current President and CEO
of the National Council of La Raza, Campbell says that the subpoenas sought
all written communications between Janet Murguia and the U.S. Department of
Justice, the ACLU, MALDEF, Steptoe and Johnson, Somos America, ACORN, Mayor
Phil Gordon, Chicanos por la Causa, Mary Rose Wilcox, "the media," any
member of congress, DHS, ICE, and her brother Judge Ramon (Carlos) Murguia,
who's a federal judge in Kansas.²
